for Submission of Bids for the Supply of Medicinal Products Included in the List under Article 266a, Paragraph 2 of the Medicinal Products in Human Medicine Act
DEAR LADIES AND GENTLEMEN,,
General Hospital "AVIS Medica" – Pleven, based on Article 226a, Paragraph 5, Item 3 of the Medicinal Products in Human Medicine Act (ZLPHM) and Article 15b of Ordinance No. 10 of November 17, 2011, hereby extends a standing invitation for you to submit a bid for the supply of medicinal products included in the List under Article 266a, Paragraph 2 of the ZLPHM under the following conditions:
- Only bids submitted by wholesale distributors of medicinal products holding a Wholesale Trade Permit issued by the Bulgarian Drug Agency (BDA) or a regulatory authority of another EU Member State, in accordance with Chapter Nine of the ZLPHM, will be reviewed and evaluated.
- Delivery location: General Hospital "AVIS Medica" Ltd. – Pleven, Kaylaka Park, Hospital Pharmacy
- Description
General Hospital "AVIS Medica" Ltd. – Pleven, based on the received bids and upon duly obtained approval from the Bulgarian Drug Agency, may place orders for the required quantities of medicinal products listed under Article 266a, Paragraph 2 of the ZLPHM as the need arises. A contract(s) will be concluded between the medical institution and the respective wholesale distributor to regulate the relationship.
The submitted bids must have a validity period of no less than 30 calendar days.
The selection criteria for the most suitable offer, in accordance with Article 15b, Paragraphs 1 and 4 of Ordinance No. 10 of November 17, 2011, are as follows
- The timing of the initiation of therapy and the treatment course is taken into account when selecting a wholesale distributor and the required quantity of the medicinal product.
- In addition to the offered price, other aspects of the bids related to delivery organization, quality, safety, and/or efficacy of the medicinal product are also considered.
- Required Documents
4.1. Bid, signed by the legal representatives of the company or authorized representatives with a power of attorney, containing:
- Detailed description of the proposed medicinal product(s);
- If offering a medicinal product not included in the List under Article 266a, Paragraph 2 of the ZLPHM, the bid must specify the International Nonproprietary Name (INN), dosage form, and packaging;
- Minimum validity period of the bid: 30 calendar days;
- Proposed delivery time for the medicinal products;
- Remaining shelf life of the medicinal products;
- Payment terms and method;
- Other details at the discretion of the bidder.
Bids that do not meet the above mandatory content requirements will not be considered.
4.2. Attachments
- Documents proving the safety of the medicinal product(s);
- Documents proving the quality of the medicinal product(s);
- Documents proving the efficacy of the medicinal product(s).
Bids must be submitted to the Registry Office of General Hospital "AVIS Medica" Ltd., located at General Hospital "AVIS Medica" – Pleven, Kaylaka Park, 1st floor, Room 113.
